Due to limited space, Ble cannot offer housing to residents of the Raduga Kingdom, allowing only temporary permission in imperially approved inns; however, the main focal point of Ble would be the registration office, which grants individuals access to the ports located upon the main continent and registers licenses to individuals that wish to enter and leave the Kingdom. The entire operation is conducted by the Blue Clan, who uphold the laws of the empire and understand the importance of peace.

After being convicted by the court in Chrysós, criminals are transported to Ble, which has the recognized prison of the kingdom. Blue Clansmen act as the official guards, and they tend to all aspects of prisoner care and executions. Few dare to tempt fate by escaping… aside from one notable exception. The prison encompasses most of the floating city’s surface area, and during certain circumstances, the expansive prison is turned into a safety zone for the citizens of Raduga.

As the secondary palace of the Vasiliás, the Summer Palace is a visual representation of Ble’s inclusion within the Raduga Kingdom; however, due to the imperial ruler’s fragile health, the palace has never been occupied. Most believe that it will only be occupied during specific circumstances such as a war or natural catastrophe or lurker invasion.

Due to being a city upon the water, residents of Raduga cannot access Ble unless they can obtain a boat; however, almost fifty years ago, the Blue Clan and Green Clan created two bridges that stretch between Ble, Zöld, and Lilla. People can access the cities via the constructed roads that stretch over the seas, but depending upon the weather, the bridges may be closed to the public. The Clans do not want to see people drown due to a lack of common sense.
